One of the most common questions we get from travelers renting a car in Croatia: "Can I drive across the border?" The short answer is yes — and two of the best destinations you can reach are Montenegro and Bosnia & Herzegovina, both within a few hours of Split or Dubrovnik.
This guide covers everything: permits, pricing, border crossings, driving conditions, and what's actually worth seeing once you're across.
Yes, You Can Drive a Rental Car Across Croatian Borders
At Avax Rent a Car, every vehicle in our fleet is authorized for cross-border travel to 8+ countries across the Balkans and Central Europe. You don't need to request special permission or rent a different vehicle category — every car, from our compact Fiats to our SUVs, comes with cross-border capability built in.
What you get included with every rental:
- Green Card (international insurance certificate) — valid across all permitted countries, at no extra charge
- Cross-border permit — the documentation that authorizes you to take our vehicle outside Croatia
- Full insurance coverage — your CDW and theft protection remain active abroad
What Does a Cross-Border Permit Cost?
Both Montenegro and Bosnia & Herzegovina fall under our most affordable tier:
- 3 or more days: Free (included)
- 1–2 days: €50 one-time fee
No daily charges. No hidden surcharges. The permit is issued once and covers both countries for the full duration of your rental. You can add the cross-border permit on the extras step during checkout.
For comparison, most competing agencies charge €80–€150 per country, per trip — often with daily surcharges on top.
Driving to Montenegro
The Bay of Kotor is consistently rated among Europe's most dramatic coastal drives. From Dubrovnik, you're at the Montenegrin border in under an hour.
Route from Split to Montenegro
- Distance: ~270 km
- Driving time: 3.5–4 hours
- Route: Split → Dalmatian coast road → Dubrovnik → Debeli Brijeg border → Kotor
The drive itself is part of the experience. The D8 coastal road between Split and Dubrovnik is one of Europe's great scenic drives — cliffs dropping into the Adriatic, stone villages, and the Pelješac Bridge (completed 2022) letting you skip the Neum corridor entirely.
Montenegro Border Crossings
Debeli Brijeg / Kobila (coastal, recommended)
- Location: Near Dubrovnik, on the main coastal route
- Summer wait: 20–60 minutes
- Off-season: 2–5 minutes
- This is the main tourist crossing — very busy in July and August. Arrive early in the morning or after 6pm to avoid the worst queues.
Karasovici (inland alternative)
- Location: Inland, north of Trebinje (via Bosnia)
- Summer wait: 10–30 minutes
- Off-season: ~5 minutes
- Less crowded alternative if you don't mind a brief detour through Bosnia.
What to See in Montenegro
- Kotor — UNESCO-listed old town wedged between mountains and a fjord-like bay. Walk the city walls for panoramic views. The old town is compact and walkable; park outside the walls.
- Perast — Tiny Baroque village on the bay. Two island churches sit just offshore. One of the most photographed spots in the Balkans.
- Budva — Beaches, nightlife, and a walled old town. More resort-oriented than Kotor but with excellent swimming.
- Sveti Stefan — The iconic fortified island (now a luxury resort). Even if you don't stay, the viewpoint from the road above is worth the stop.
- Cetinje — Montenegro's historic capital in the mountains. Museums, monasteries, and a completely different atmosphere from the coast.
Montenegro Driving Tips
- Croatian motorway vignette is NOT valid in Montenegro
- Speed limits: 50 km/h urban, 80 km/h rural, 100 km/h dual carriageway
- Tolls apply on the Bar–Boljare motorway (Sozina tunnel ~€3.50). No vignette system.
- Winter tyres required November–April in mountain areas
- Currency: EUR — same as Croatia, no exchange needed
- Emergency number: 112
Driving to Bosnia & Herzegovina
Mostar is one of the closest international day trips from Split — just 2.5 hours of driving. The old bridge, the Ottoman bazaar, the mountain scenery along the way — it's one of the most rewarding short drives you can do from the Croatian coast.
Route from Split to Bosnia
- Distance: ~175 km
- Driving time: 2.5–3 hours
- Route: Split → Ploce → Doljani border → Mostar
The route takes you south along the coast to Ploce, then inland through the Neretva valley. The landscape shifts dramatically — from Mediterranean coast to river canyon to Herzegovinian karst — within an hour.
Bosnia Border Crossings
Doljani (recommended for Mostar)
- Location: Near Ploce / Metkovic
- Summer wait: 15–40 minutes
- Off-season: ~5 minutes
- Best route for Mostar day trips. Straightforward crossing.
Kamensko (Split–Sarajevo highway route)
- Location: Inland, on the main highway toward Sarajevo
- Summer wait: 10–25 minutes
- Off-season: ~5 minutes
- Better option if you're heading directly to Sarajevo.
Bijaca (south Herzegovina)
- Location: Near Capljina
- Summer wait: 20–45 minutes
- Off-season: ~5 minutes
- Alternative for destinations in southern Herzegovina (Pocitelj, Kravice).
What to See in Bosnia & Herzegovina
- Mostar — The Stari Most (Old Bridge) is a UNESCO World Heritage Site, rebuilt after the 1990s war. Watch divers leap from the 24-meter bridge into the Neretva below. The old bazaar (Kujundziluk) is full of copperwork shops and Bosnian coffee houses.
- Kravice Waterfalls — A stunning natural waterfall about 40 minutes south of Mostar. Swimmable in summer. Often compared to a mini Plitvice.
- Pocitelj — A medieval fortress village perched on a hillside above the Neretva. 15 minutes from Mostar, often combined as a stop on the way.
- Blagaj — A Dervish monastery built into a cliff face at the source of the Buna river. One of the most photogenic spots in the Balkans. 12 km from Mostar.
- Sarajevo — Bosnia's capital, about 2 hours beyond Mostar. The Bascarsija bazaar, the Latin Bridge (where WWI started), and a fascinating mix of Ottoman, Austro-Hungarian, and modern architecture.
- Trebinje — A relaxed wine town in southern Herzegovina, close to Dubrovnik. Local wineries, a beautiful old town, and far fewer tourists than the coast.
Bosnia Driving Tips
- No motorway vignette needed — toll roads use cash booths at each section
- Speed limits: 50 km/h urban, 80 km/h rural, 120 km/h motorway
- Mountain roads can be narrow; check weather conditions in winter
- The Peljesac Bridge lets you bypass the Neum corridor (the tiny strip of Bosnian coast) entirely when driving between Split and Dubrovnik
- Currency: BAM (Convertible Mark) — but EUR is widely accepted in tourist areas. ATMs are available in all towns.
- Emergency number: 112
What Documents Do You Need?
Before you cross any border, make sure you have:
- Valid passport or national ID card — Montenegro and Bosnia are not in the EU or Schengen zone. Some border guards require a passport even for EU citizens. Bring your passport to be safe.
- Green Card — your international insurance certificate. Included with every Avax rental. Keep it in the glovebox.
- Cross-border permit — the document authorizing you to take the rental car outside Croatia. We issue this with your rental agreement.
- Driver's license — your standard license. An International Driving Permit (IDP) is not required for Montenegro or Bosnia if you hold an EU, US, UK, Canadian, or Australian license, but it can speed up interactions if your license isn't in Latin script.

Frequently Asked Questions
Do I need to tell Avax in advance that I'm crossing the border?
The cross-border permit is added during checkout on the extras step. Select the countries you plan to visit, and the permit will be ready when you pick up the car. If you decide spontaneously, contact us — we can often arrange a permit same-day.
Is my insurance valid in Montenegro and Bosnia?
Yes. The Green Card (international insurance certificate) included with every rental covers both countries. Your CDW and theft protection remain active abroad.
Can I drop the car off in another country?
Our rentals are round-trip (pick up and return in Croatia). One-way international drop-offs are not available. You'll need to return to Croatia with the car.
What happens if I cross a border without a permit?
Don't. Without the proper documentation, you won't have valid insurance abroad, and Croatian border police may flag the vehicle on re-entry. Always get the permit — it's inexpensive and avoids any issues.
Are there countries I can't drive to?
Our fleet covers most of Southeast Europe and Central Europe — over 8 countries. A few destinations outside this zone may require special arrangements. Check our Cross-Border Map for the full list of permitted countries and pricing tiers.
